Drug Awareness Award

About one year ago the Village of Phoenix joined forces with Medicine Place Pharmacist Dave Dingman to take on a drug awareness program. We wanted the distribution of drug testing kits to remain private, personal and confidential. The Village Board was answering the call of children who had been harmed or effected by drugs, especially pharming, which is where the children take or sell drugs that they take from medicine cabinets. Our community was not exempt from drug use and the Village of Phoenix wanted to help. All the drug trest kits that were purchased have been distributed. The Village Board wants to recognize Mr. Dingman for his efforts in assisting with this project by presenting Mr. Dingman with a placque which reads " Village of Phoenix Drug Awareness Program. In recognition and appreciation of Pharmacist David Dingman and the Medicine Place Pharmacy for your participation and continued support of Operation Awareness a Village of Phoenix initiative for parents of teenagers in providing free drug testing kits for their children. The Village of Phoenix wishes to thank you for your involvement in this program. 2. Canalway Grants Program – Phoenix Waterfront Improvement Project
Replace pavilion on Lock Island and construct restroom and shower facility on State Street adjacent to Henley Park

Status: Funding awarded. Pavilion and fencing completed. Restroom facility component will begin Spring 2013.
3. Clean Vessel Assistance Program (CVAP) Operations and Maintenance
Reimbursement for expenses incurred to install and maintain pumpout station during boating season
Funding Agency: Environmental Facilities Corporation (EFC)
Award Amount: $334.34
Village Match: 25% of total O&M costs
Status: Village expenses are being reviewed and reimbursement documentation will be submitted by 03/1/13.
4. Clean Vessel Assistance Program (CVAP) – Bridge House pumpout equipment
Replacement of boat sewage pumpout station at the Bridge House
Funding Agency: Environmental Facilities Corporation (EFC)

5. Community Arts Grant 2013 – Friday Nights of Fun Concert Series

8. CDBG Competitive Grant – Wastewater/Sewer Upgrades
Select upgrades and repairs to the Village’s wastewater treatment plant and sanitary sewer collection system
Funding Agency: NYS Office of Housing and Community Renewal
Award Amount: $400,000
Village Match: Other State and Federal Funds
Status: Ongoing. Project end date 12/2013
9. Restore New York – State Street Revitalization Project (69, 71 and 86 State Street)
Commercial and residential renovations to three properties within the Canal Waterfront District
Funding Agency: Empire State Development Corporation
Award Amount: $545,289
Village Match: Each property owner must contribute a minimum of 10%
Status: 69 and 71 complete and reimbursement received, deadline to complete 86 State Street is December 31, 2013.

Tax Letter March 2011
I have some very good news for Phoenix residents:
The following information is from the Village of Phoenix Board meeting that took place on January 4, 2011.
If you recall, on November 29, 2010 I had mailed a letter to all Village resident Property Taxpayers. The letter detailed to the community the substantial changes in the Town of Schroeppel's Tentative Budget, with respect to the failure to include General Fund revenues representing State Aid and Mortgage tax receipts and also the 2011 Tentative Budget proposed use of part of the end of year, General Fund and General Highway Fund balances totaling $300,000.00 toward reducing the 2011 budget expenses.
The Town of Schroeppel placed a tremendous burden on all of us with this tax increase on the Village of Phoenix property taxpayer, during a time when pension and healthcare costs are pushing homeowners’ property tax bills toward a breaking point. In addition 8.3% of New York State residents don't even have a job and New York State's budget is $9 billion short for this year. The impact of the states problems and now this tax increase forced upon us by the Town of Schroeppel is being felt in Village of Phoenix households.
Pursuant to the letter I sent all village taxpayers dated November 29, 2010 I had made the motion and requested that we (as a board) move $36,593.27 from the proceeds of the sale of Enterprise Fire Company back in 2004 to the General Fund for the specific purpose of offsetting the deficit from the town budget. I informed the village resident taxpayer in that letter that I would request from the board this offset amount.
A vote was taken and the motion I made was passed to move the $36,593.27 for offsetting the deficit from the town budget. Village taxpayers will not have to personally incur this increase placed upon us by the Town of Schroeppel.

State Street Revitalization Grant Brings New Business to the Village of Phoenix
In 2007, the Village of Phoenix was awarded a grant for $545,289 from the Empire State Development Corporation's Restore NY Communities Initiative (Round 2) to implement the State Street Revitalization Project. The purpose of the project is to expand residential and retail opportunities in the Canal Waterfront District by renovating three key properties along State Street. In June 2009, the revovations at 69 State Street were completed and the first retail tenant, A+ Rental moved into one of the first floor storefronts, occupying approximately 1,000 sguare feet of space. The store will offer brand-name furniture, electronics, appliances and computers through flexible rental purchase agreements and employ 4 full and part time staff.Inaddition to a newly remodeled two bedroom apartment, commercial space is still available in 69 State Street. The rest of the properties involved in the State Street Renovation Project will be completed by June 2010. Residential and retail space is still available in those builings, as well.
